Montenegrin law is not available anywhere as clean, structured, machine-readable text. It exists as scanned gazette pages and a patchwork of portals, and the one publisher of consolidated text left the market years ago with its final snapshot now frozen and ageing. Nothing can be built on top of it until tens of thousands of scanned pages become text you can cite an article number from.
Every note records its status and whether it still applies
Each article carries metadata saying whether its text is consolidated or as-published, whether a law is adopted but not yet in force, and whether that specific article has been repealed. Without it, an answer built on this corpus could cite dead law as current.
Every Montenegrin law, read, versioned and citable
A crawler and OCR pipeline that walks the Official Gazette register, takes consolidated text where it exists and reads the rest off scanned page images, then turns every article of every law into a single structured note plus a citation-grounded corpus ready for retrieval.
